few days ago i was testing a friend's core2 duo 4300 ddr2 1gb (1.8ghz) with 3650 radeon and playing hellgate on it. it suprised me that the weather effect is more pronounced compared to my rig (amd3200 2.0 ghz, 2gb ddr, nv7900gs)..

i was wondering if even lower clocked cpu is faster than my old AMD3200.. will those cheap phenom with less than 2ghz clock outperform my 2ghz singlecore amd64 ?

Yes his C2D is faster. First it's a dual core, which leads to significant performance gain compared to a single core. Newer processors are based on faster, more efficient architectures. Even though the gain from quad core (Phenom or C2Q) compared to dual core (X2's or C2D) isn't worth it in games, any of those will outperform your 3200.

If you're looking into upgrading you'll need to get new RAM, motherboard and processor though. You could always get an Athlon X2 that would fit your board (socket 939) if you can't afford or simply don't want to upgrade the whole thing! I just went from a Athlon X2 2.2Ghz to a 3Ghz C2D and I can tell you it was well worth it :)
