PSU Open box?

I've seen PSU's that have said open box psu.
What does that mean?
AMD Athlon 64 X 2 Dual-Core 3800+

that means it does not come with any retail stuff. Its just a bare PSU and wires... It could be returned, or just OEM that came in a bigbox of PSUs.

Okay,I see now.Well,I don't want any open box PSU's period!LOL.............
