My old laptop would shutoff after every 30 minutes and it seems to get hot very quick is this a cooling system problem?

Could be. Have you tried getting the vacuum hose near the fan intake and outlets to clean them?

I cleaned the fan but didnt examine it real well

The trouble with this problem is that as the heat problem builds up the dust that is hindering the cooling is baked onto the heatsink fins, and so doesn't come off very easily at all.
Shine a light or something down into the fins of the cooler and see if you can see much dust/baked on dust on the fins. Maybe you got it all when cleaning, maybe not.
If you are proficient enough, you might want to consider stripping down your laptop and swapping the thermal paste between the CPU and heatsink for something better/newer.
