Blurry? What do you mean exactly? Are you able to take a screenshot and show us what you mean?
I see you have or had ATI cards, perhaps there is a driver conflict. Try using
Driver Cleaner Pro and reinstall the NVIDIA Drivers. In fact i would use Driver Cleaner to get rid of all the video drivers including the current NVIDIA ones then reinstall them.
Please make sure you read the instructions for Driver Cleaner
before you use it or you could make things worse. Don't be put off by this because it really isn't complicated.
Make sure you have the monitor connected properly as well, it might just need reseated.

10 bux, for what? Driver Cleaner?
***looking****
Hmm, i just Googled for Driver Cleaner and thought it was the same one on the Guru3D site. I'll link to the free one.
Driver Cleaner.
Hah, i wouldn't pay for it either, just as well you don't have a credit card (neither do i).
Is it possible to take a screenshot?

What about a screenshot can you post one so we can see what you're talking about?
It sounds to me like something either very simple or something that will require RMA. I think it will probably be something simple, it sounds to me like something that would happen with a driver conflict or perhaps some setting in the NVIDIA Control Panels 3D settings, what exactly i don't know.
What are you using for a connection to the monitor, DVI or VGA? If it's VGA then make sure the Dongle it attached properly. If it's DVI or VGA try using a different output on the video card and see if that helps.
If none of that works, try using the HDTV output and hook it up to a TV and see what happens.

its very difficult to see in the screen shot so its not worth posting but there is significant blurrage lol(thats not even a word) im going to install vista and see what happens, i just tried to run gta and got the blue screen of death and comp restarted.... argh... oddly enough gta works now and it seems to be free of the blur!! but cs:s and rise of nations are still suffering/so is everything else and i did try the refresh rates

Did you try using different connection ports on the video card?
IS this blur just in games, or is it on your desktop too? If it's just games then try playing with the 3D settings in the NVIDIA Control Panel, it sounds like it might be recognising the game .exe and then using a setting that's casusing it to blur, perhaps Anisotropic Filtering has something to do with it?
I have read that the 8 series pretty much has Anisotropic Filtering built in to the cards, well what i mean is that enabling it will not take much away from the performance of the card unlike its predecessors. So have a look at the 3D Setting in the NVIDIA Control Panel and see what's what and tweak a few things to see what happens, definitely worth trying before you resort to drastic measures like a complete reinstall.

nono its in everything BUT vice city for some reason, everything else is blurred, okay... another weird thing is going on, my monitor says the reso is @ 1280 w 75Hz refresh while comp says its at native 1440x900@65.. after a little research it seems many people are having the same prob with the syncmaster monitors..
