At 630 watts continuous and 50 amps on a single 12v rail would this be strong enough to run a newer video card? If so, how powerful a card will it run if the system only has 2HDDs and an optical drive with an 1100T cpu?

It depends on the video card, but yeah it should be plenty. For example the GeForce GTX 650 Ti needs just a 400W PSU with 20 Amps on the +12V rail.
