Need to build a reliable 12" laptop on the cheap

Is there any way to build a lightweight portable 12" laptop for around $500-600?
I know the answer is probably no, but it would be perfect for my wife. She needs a thin and light notebook for surfing the net, email, very low-tech games such as Yahoo! games, mah jongg, etc. She will need to be able to reliably use a webcam and voice chat when she travels.
I am thinking that it is probably way out of the budget to build such a computer. Right now we are looking at the Dell B120 w/ Celeron M 1MB L2 processor (I can't think of the speed ATM), 512MB memory, internal wireless, 40 GB HD, internal modem, etc.
The big drawback is that it is a 14" widescreen on a platform that can accomodate a 15.4" screen. This is too big and heavy, but the price is great compared to the smaller 12" laptops.
Our budget of $500-600 is firm.
