cant OC 1650 Pro correctly

cant OC 1650 Pro correctly

my problem is that the only program i can get to OC my card is CCC, but it can only OC 17.5%, and its stock MEMclock is at 99% OC(stock OC i guess) so if i use CCC, it underclocks the MEM severely and i can OC the GPU a little, i have tried using RIVA tuner, ATI tray tools, and ATI tool, i got riva and ATT to let me change the fan speed, but i still cant change the clocks without it making screen strobe then it shuts off(just the video feed)in riva tuner, and with ATT it strobes then shuts the computer off and reboots. what i would like to have happen is at least leave the mem speed @ 797 and change the GPU(which is why i cant use CCC). i am using Catalyst v7.7(newer ones dont work) anyone know how to get this to work?? also- is there any reason it wont say AGPx8 but AGPx0 thats something else that has stumped me, but not as important, many many thanks in advance [-o<
btw, screenshots are verrry low quality for bandwidth reasons(dialup sux)

everest doesnt read GPU OCs so it stays at the stock specifications for GPU &amp; MEM, notice Bandwidth again
