Older ATI 9250 AGP and 24" LCD

A friend of mine just bought a Samsung Syncmaster 24" Widescreen, he has a P4 cpu, 2gb RAM and the 9250 AGP card, at the monitors native res 1920x1200 he gets horizontal lines and flickering, if he drops to 1600 x 1200 the lines and flickering go away, question is Monitor bad or card to weak???

1600 x 1200 is 4:3 and 1920 x 1200 is 16:10 by changing maybe the scaling is being simulated like mine was via nvidia control panel and making it look funny.
but, if I remember correctly 9250's don't even have dvi right?

9250's do support 1950 x 1200 tho
