Was typing a post on this...
The 4870 apparently has a clock governor kinda' thing. This perturbed me as well but if you leave the CCC overdrive tab up and launch ATITool and run 3d view you will see the clock jump back to 790. In 2d mode I think the 770 rolls back to 500 (RAM clock stays the same). Still doesn't explain why at 500 the default idle temps stay at 77c + but I think it is normal behavior.

70+ is not a normal temp for the card, I experianced this but have since applied this fan fix:
1.Make a new profile in the catalyst control center (go to the profiles manager\enter or select a name\hit save\then hit activate).
2.Enable the overdrive feature buy unlocking it.
3. Enable hidden files useing the control panle (Control panle\Apperance and personalisation\Folder options\view\show hidden files and folders).
4. Seek out the following file directory: "C:\Users\(username)\AppData\Local\ATI\ACE \profiles\(username).
5.Right click (username.XML) and hit edit.
6. Make the following changes to the text
<Feature name="FanSpeedAlgorithm_0">
<Property name="FanSpeedAlgorithm" value="Manual" />
</Feature>
<Feature name="FanSpeedRPMTarget_0">
<Property name="Want" value="0" />
</Feature>
<Feature name="FanSpeedPercentTarget_0">
<Property name="Want" value="65" />
Change the value to "manual" and Want value to "65"
Save the file then reload your profile in catalyst
this saved my ass hope it saves others.
thanks for the reply daddy rabbit so it seems the card goes into hibernation while not on games and drops down the GPU speed, its strange that the memory is not effected one bit and stays high all the time.

Dont forget to re-activate the profile in the catalyst control center for the changes to the fan speed to take effect.
