Problems running PowerColor HD PRO 2400 PCI Graphics Card

I have recently prchased the powercolor hd pro 2400 pci graphics card and i am running it on;
2gb ram
windows vista
3.00ghz processor
24" 1080p monitor

I installed and updated the drivers but i am having severe problems. I have just read a previous post in this forum about someone having the same problem as me.

When i use the internet i get severe lag and stutter when i scroll up and down a page. Also playing 720p or 1080p videos just does not work in a sense that there is too much stutter and lag, audio out of synch and sometimes video is out of place or in slow motion.

Can someone please help me as i am getting frustrated.

Also i have tried getting the driver for vista 32-bit from the powercolor website and it is taking absolutely ages to download. I am currently on 8.1mb of UNKNOWN SIZE :( and downloading at 7.7kb/s, they must have a really slow up speed, anyway when its done i will post here to say whether it worked or not.
In the meantime please post your suggestions to help me

did you install ATI (Catalyst) drivers? usually if you don't videocard drivers installed, the pages scroll in large sections

Basically the cd i got with this product was the driver cd.
I installed the Windows VISTA Driver For ATI Series Display Card (name of the file on cd).
There are also other things on the cd which are;
Vista Update for Crossfire/HD3870X2 (32bit)
Vista Update for Crossfire/HD3870X2 (64bit)
Cyberlink DVD suite
and
Iclone V2.1 SE

Do i need to install any of these?

you should just need the catalyst display driver

here is the newest driver for the HD2400 series, but AMD/ATI website says it's (PCIe) but im sure the driver would work just the same

uninstall anything that says ATI in the "programs and features" section of the vista control panel, and start the installer link'd ^(get the catalyst software suite)

Try uninstalling the drivers currently on your machine, then run driver cleaner pro.

After that has done, grab the latest drivers directly from ATI's site:
http://ati.amd.com/support/driver.HTML

And see if they make a difference.

I uninstalled everything and then used drive cleaner like you said.
Then installed the CCC but made no difference. I think it may just be the settings. Can anyone tell me the settings for the catalyst cenre for optimum performance and quality please

Reinstalling CCC should have reset everything to their optimum values, but you can try running the option restore to factory defaults (at the bottom of the 'preferences' menu).

If this is indeed a PCI part (and not a PCIe card) as the problem could be that the PCI bus doesn't have enough bandwidth to run the fancy effects that vista uses (are there many PCI devices in your PC?), try disabling aero and even go as far as enabling the classic skin to see if it makes it perform any better.

also keep in mind you have a very large, high detail monitor on a low quality card, but the scrolling part DOES suggest driver issues

Can anyone suggest the best PCI card to buy that is not too cheap.

It's pointless buying another card if something else is the problem.

no i have already tried disabling aero, no difference, i also changed the layout to windows classic but still same performance

You pretty much have the best available for a PCI card. The lack of bandwidth on the PCI bus means that any faster cards released for it wont perform any better.

Did the powercolour driver ever download properly? I'm showing a 52.9MB file size when I try to download it (at stupidly slow speeds).

As the card isn't working like it should, I'd consider RMA'ing the card for a replacement.

what does RAM'ing the card mean?
no the driver didnt download fully, only downloaded 40mb or so at slow speeds, i will try again

It stands for Return Merchandise Authorization. Basically if you have something that is broken and still under warantee, and you bought it from the net, then you can get in touch with the place you bought it from and request an RMA and they will give you an RMA number and an address to post it to, they will then fix/replace the faulty item and send it back to you.

I FORGOT TO POST 1 THING WHICH I THINK MAY BE IMPORTANT FOR YOU TO KNOW
when i was installing the catalyst programme, it said at the bottom WARNING, there is no 3d acceleration software or something like that.
What does this mean
Can you suggest?

I was able to get the full drivers (I hope) from powercolour this afternoon and have rehosted them for you. You should be able to download those a lot quicker.

If the error still happens with those drivers, then you can tell that to ebuyer if they need a reason for the RMA request (to start an RMA, log in there and there is a section that says 'online returns' or similar and that will let you go through the process of sending it back to them for a replacement).

Before i install this i just need to make sure.
Shall i uninstall everything before installing this?
As in shall i use drivesweeper and uninstall all ATI things?
