I just got this overnight mailed from FedEx... The box says Radeon HD 5870 4GB GDDR5!!!

But that doesn't explain why it has a regular PCIe slot, and it's of a form factor way too big to fit into a laptop.
The only thing I can work out what it might be is the mobile GPU on a desktop formfactor, but there's still a hell of a lot of stuff on that card.

How is the fan going to draw any air to cool that thing inside a laptop? I am thinking this is a gpu for an htpc type system.

Depends how it is oriented...many laptops have vents on the bottom of the case.

it has to be a laptop gpu. why else would there be ports on the top of the card? it goes in the corner and some ports go on the back of the laptop and some go on the side.

it's a laptop CPU on an engineering PCI Express x16 development board...not sure if it's fair to benchmark a mobile GPU on a desktop platform, but hey whatever works right?

That's the most massive mobile card I've ever seen. Talk about a heavy laptop.
