Tv out 25 hz

Hi
I have reinstalled my vista 32 and i have also installed all newest drivers and updates incl catalyst 9.2 and K lite codec pack
My problem is that when i drag media player to my tv screen so i can watch a movie or a clip, then i notice the screen is like lagging a bit or glitching when the camera makes a suden move in the movie.
I think it is because my tv out screen says 25iHz when it shows 60 Hz in windows xp ( I have 2 systems installed on each seperate Hdd )
How do i make my tv out screen showing my movies in the correct way with out any lags or what else it is called ( the flicking screen thingy )
