ATI X1950 PRO + Arctic Cooling HS/FAN

Does anyone have this combination? I bought the card and am thinking about buying the heatsink. My card is super loud and need to quiet it down. For those who have this sink - is it really quiet? Is it a quality product? Is it worth it?
Newegg has it for $17 bucks

don't the powercolor x1950's have the arctic cooling on them already?

Iceq3 turbo? or regular? the turbo cooler is good. the regular isn't bad but the upgrade wouldn't' be bad deal for 17 dollars if thats the case. His makes some of the better cards out there imo. At least for ati.
