D975XBX2 power saving issues?

Hi,
I had been getting regular issues with the wake from suspend process via vista ultimate. It would shut down including monitor and "sometimes" resume when mouse moved or I would press the start button and it would "sometimes" fire up.
When it didnt I would need to soft re-boot!! I also got the pc to be still on (not powered down/sleep) but the monitor was off in suspend and would not come on anyway! So a soft re-boot again!
I then started getting the monitor not powering up at all ( I had it in auto start) it would sometimes start then other times not. I unplugged it, tried again and bingo all well. This got worse though and I figured the monitor was crapping out (19" iiyama crt 6yrs old). So I just got a new Dell E248WFP. Quite happy with it but I still get the power issues and today the pc fired up and the monitor stayed in suspend until I pressed the start button!!! Any ideas what might be going on. :(
In bios I have : After power failure- stay off
Wake on lan from s5- power on
acpi suspend state- s3
eist- enable
intel quick resume- disable
Do I have that right? tia.
