D975XBX2 Vista x64 - Restart versus Shutdown -> Power Up

What is the difference between Restart and Power Off -> Power On.
I desperately need help in figuring out what is going on with my system. I am having a MAJOR problem with Shtutting Down and Restart. The system and my devices behave differently.
1. Mouse/Keyboard USB HID Devices get redetected. See attached image. Notice the 3rd HID device is lighter - means this device is not present. This is from Power Up. When I reboot, the 4th Device will be non-present. They are one and the same device, just somehow Windows (or BIOS) enumerates them differently, switching between 3rd and 4th depending if I Power Up or Restart.
2. Logitech QuickCam Ultra Vision - unavailable on Power Up, but works ok if I reboot.
3. I tried nVidia beta driver 158.18 - Resolution is OK on Power Up (1920x1080), but if I reboot, the resolution is atomatically changed to 1280x1024, and I cannot modify it any higher.
I have beaten this system to death, installing and uninstalling drivers, re-installing Vista, setting different BIOS options, like AHCI vs IDE. Nothing works. Sometimes it may seem everything is OK for a while, then the next day when I power up, the system either starts redetecting hardware, or my WebCam is not available although it is plugged and worked fine the previous evening.
Someone please throw some light on this situation, I am at the edge of my nerves, almost ready to throw this whole piece of bleeding edge system out the window.
