with am2 sockets you can get ram, cpu, and mobo for under 130 and have a decent set up.
intel is great and 775 is a great socket. But, you won't get away cheap. I'm in this process now. I'm getting a wolfdale e8200 or 8400 depending on what people think of the 8200.

So 130 will give you a processor much more powerful than the p4 and the mobo along with 2gb of ram.
or you can get a gig for 15-22 and be under 110 easily.
Any intels rival the budget? I can't find any. Mainly because the chip will clock from 2.0- 2.75 without a problem. To be safe say 2.6

raise fsb from 200 to 273
set ram at 533
bam done you are at 2.6
As your current socket goes. the 478 really has nothing better than what you have.
there are a few boards that still accept agp, but, unless you have a 6600 7300 or better than you might as well use onboard then upgrade later. Think about the new prices since ATi decided to drop their prices and made Nvidia do the same. sub 100 gets you a decent little card.
Or if you feel like doing this the 15th of NEXT month you can buy my set up haha. Just playin. I'm upgrading tho

I don't think one exists. As hercules mentioned, you can go farther with a socket AM2 set-up. You can also get an Intel set-up for $150 (nvidia 7050/7100 mobo/pentium dual-core e2160/1gb ram). I had a POS mobo. A REAL POS. haha. it was a biostar nf 520 a2. 30 bucks shipped from the egg. As a noob at the time I started to OC and got to about 2.8 and couldn't go higher I thought it was my board. So I got a new one. I made it to 2.82 on the new ASUS I got. Realized it was the chip that was done not the board. But, basically what I'm saying is with a cheap set board you can still oc decent on them. BUT, I built an intel set up that was a sub 200 dollar one and I got screwed with an ECS board. I couldn't overclock at ALL and the chip was known for being decent. So I guess it's either luck or brand. I'm not sure. But, I can say from experience that if you get the biostar in the basic ranking you can oc the x2 chip decently.

in other words, check for reviews and see if any of the BIOS versions support tweaking/overclocking options

I checked Newegg and saw that the cheapest boards with integrated graphics were mostly ECS, hence the no oc'ing comment. I got an ECS board via Fry's combo (ECS 945GCT-M/1333 + Celeron 430 - $50) with the intent of dipping my toes into the world of overclocking. At that price, it's no big heartache if I ruin both while experimenting. Alas, absolutely no oc'ing whatsoever. Looking at reviews, I've since noticed that ECS boards weren't designed with oc'ing in mind. On the upside, the PC with that combo's pretty stable and I had no issues during build.
