Dell XPS 400 issues with new CPU

I own a Dell XPS 400. I am trying to install an Intel Pentium D 925 3.0 Ghz. It doesn't accept the new CPU yet Dell techs tell me it will work but can give me no help on the issues I am having. It has a Pentium D 820 2.8 Ghz in it now which works fine. When I install the 925 the computer will start to boot then shut off. I followed all of the Intel instructions to a T. Could someone please help or steer me in the right direction?

Do you have the latest BIOS from dell?

When your computer boots up, either as its booting (or if it doesn't, go into the BIOS) it will tell you what version it has.

It looks like the latest version is A07, if you have less than that, try installing the latest version:
