Help with Intel E2140 dual core processor

hi to all , i buy an intel E2140 processor few days ago in the box it say it run at 1.6ghz ...
but for me it run at 1.2Ghz when i am not doing anything only listening to music and on msn

here is a screenshot

and when i open a program it run at 1.6ghz

is this normal or is something else....
i am using a board MSI-P4M900M2-L Socket 775 , and for memory a kingston KVR667D2N5K2 PC2-5300

pls tell me cos i think is the motherboard

Welcome to the forums :)

When your PC is at idle the system throttles back to save power, that is why when you open a program that requires a little work on the CPU's part the system realizes that you're wanting to to something and goes to full power.
