I have heard that the first batch of dual cores (E2140 and E2160) overclock better than the newer ones, meaning that newer, even though nominally faster, possibly reach lower GHz. Is that true?

no, not in any sense. the new 45nm can reach 5ghz if your luck with good cooling

I presume by newer you mean new stepping?

I have an E2160, but i don't know what stepping it is (it's fairly new) and I don't know how well it overclocks as it works fine at stock for the PC it is in.

In regards to the whole line up of dual core CPU's (specifically E6XXX vs E8XXX etc), what martini said holds true.
