I have C2D E4500 and I am having an issue overclocking it. I have gotten it up to 3.13 GHz stable by increasing to maximum safe voltages, but only for about week so I could run benchmarks and other tests. Then I backed down to about 2.6 GHz for about two months up until now. When I try to over-clock now, the highest I can reach is 2.93 GHz. I do whatever I can with the memory, chipset, vcore, and cpu voltages but to no avail. I keep getting the screen that forces me to start in safe mode.
My question is why would 2 months of light usage cause the overclocking room to decrease so much? Do I need to get a better cooler so i can increase the voltages further? I was under the impression the E4500 overclocked over 3.0 GHz easy for a relatively long period of time...

What voltage did you use to get it to the 3130Mhz?
Are you remembering to set the memory dividers with pushing it back up this time round?
