have you cleaned out the fins on your heatsink? Last time I had someone with problems like you are explaining the HSF in their system was clogged full of dirt and animal hair.

If you have, you might need to replace the thermal paste between your CPU and heatsink.

I still am running a p4 and notice that my temps make a significant change and i will redo the thermal paste and it will solve it and give the entire case a good cleaning.

If it is making "a lot of sound" then one of the fans may have worn out and isn't blowing any air. Including what everyone mentioned above, I'd suggest opening up the side panel and make sure all the fans are spinning at full speed.
