Wrong temp reading from Celeron 430? (Conroe-L)

I just put together a low-power PC for my sister and her husband using the Celeron 430 OC'd to 2.8GHz with the stock cooler and stock voltage. I installed it in a Gigabyte GA-EP43-UD3L motherboard. The case has two fans blowing air over the CPU.
The strange thing is that Speedfan and HWMonitor report the CPU's idle temp as 40ºC and full load at 63ºC. This CPU only has a TDP of 35w so it should only be half that! Intel lists the themal spec (the temp it should not exceed) of the CPU as only 60ºC, which makes me a little concerned. AND when I touch the heatsink, it barely feels warm, and after re-seating the heatsink twice with AS5 I know it's making proper contact.
Anyone heard of this? Strange imo, esp. with people posting videos on youtube showing their celeron 430 running without a heatsink.
