C1E and EIST?

I have both of these enabled to reduce cpu usage while browsing and watching dvds. however some games I play don't use a lot of cpu and EIST makes my cpu jump all over the place and causes lag. disabling it leaving C1E enabled is pointless as my cpu keeps switching from idle to (multi 16) to load (multi 44). Is there a way that I can make my cpu stay at a multi of 16 until a certain load like 25% or above is required that will then kick in to a multi of 44?

Nope - as far as I know and my knowledge is limited so if there is hopefully someone will chime in.

I never used these settings in any system I have built. I always turned them off as they only seem to be worthwhile if you dont do a lot on a computer, especially game. If you overclock they should be off anyway (in my experience).

Do they save you money? Maybe a little. If you dont game a lot then you could always either save two bios settings and reboot before gaming to turn the energy saving stuff off. If you game a ton then there is really no point leaving the energy saving on (again, my opinion)

There will always be lag with technology like this, even if it is parts of a second because it has to sense what it is doing to reduce or increase the speed and has to keep monitoring it and switching it (like you have been seeing) as use goes up and down.
