First off when i have my speakers turned on, whether or not the pc is on, they are continually crackling it has only started recently and it is driving me nuts . The speakers are logitech X-530. Any help would be nice.
Also when my brother turns on WMP11 on his computer it immediately uses 100% cpu and it changes between 60% and 100% rather rapidly.

Open wmp, go to 'tools' then 'options' then 'library' then 'monitor folders' option. Delete folders there, appears to occur if you have large number of mp3 files.
No its not because the speakers are broken my friend is having the same problem with the exact same brand and model of speakers, it only happens when i have it plugged into my computer if my pc is turned off they still crackle but when i unplugged them They stop doing it. He also has a more serious problem with his you can hear a HUM from the sub woofer...

You didnt mention what the sound card was or the motherboard, but i remember a problem a few years back with the x-Fi card and Nforce4 motherboards causing a crackling in speakers. It might be something like that , not the speakers.
Its running the onboard sound on the motherboard in my sig, not my jukebox one but my main PC.

well ive just installed the new drivers for it, and nothing they are still doing it...

Your speakers might not be shielded very well. Try moving them as far away from your computer or other electronic equipment as you can and try them. Also plug them into a different outlet other than where your computer is. You could try different cables also and see if that works.
Try hooking it up to a game system and see if it still hums and crackles.
