why do they run like crap, if at all
is it because of optimization? because i would assume a DX9.0b card would power through a game needing DX5 like its not even on, yet, in playing, it seems like its in super slo-mo
(using NFS 3, and yes i've changed the compatibility mode for the game to run in win95 and win98, both terrible)

From what I've experienced is that it's all in the coding and not so much the operating system itself. Most games are coded very crappy. It's always been like that.
If you look at id Games that were made back in the win95 days, you'll see that they still run perfectly in XP, and probably even in Vista. It's because their developers are good coders who make porting very compatible. The games could also be very compatible because of OpenGL
Then there's the other developers that just try to earn a quick buck. I've got this game called Killing Time for the PC (also ported to 3DO) and the game will run on XP but if Windows Media 10 and above is installed, the game will crash after cinematic scenes.
Jedi Knight: Dark Forces II (I think Win98 Game) will also not run with WM 10 or above. It will but you'll get the crummiest cinematic scenes ever.
Then there's System Shock 2, that will not run on XP with dual 7900GTX's, but will run in the same operating system with a GeForce4.
So pretty much every aspect is involved and a lot of times it's not just the OS. It's hard to find good programmers, and the good ones are usually hackers anyway.

well what happens in need for speed is that you press the gas, and it accelerates like 3-5 seconds later, steering is like 10 seconds delayed

It could be anything, seriously. It could be from a bottleneck in the cpu/memory usage in the game to some other software(Perhaps Firewall/AV) screwing with the programs input controls. It could even be your keyboard and/or mouse. Is your keyboard USB?

Definitely try a PS/2 mouse or a cheap USB MS mouse. Other than that, I dunno what to tell ya.

It broke my heart when the original "Abe's Oddysee" wouldn't run even in compatibility mode. I really loved that game and it's sequel "Exoddus". Thanks for bringing up such a painful memory. I'll just go cry now. .
