Power-On Delay

My computer is attached to a power strip. When I turn on the strip I can see that the motherboard is getting power (from the lights on the board), but I can't turn on the computer until I hear the fan spin up--which is a couple of minutes later. Do I have a bad motherboard or power supply?

What fan spins up?

Fans don't normally come on until you actually press the power button on the case to turn the PC on.

The CPU fan. If the computer has been plugged in for awhile, disconnecting and reconnecting the power cable causes the fan to come on immediately with no delay.

Is the fan coming on a normal feature of your PC? Or has it started happening with the power on delay?

Could you list the full specifications of you PC please.

What lights are these, and do they stay on? Does the CPU fan keep spinning, or does it stop again?

It's a green LED that stays on when the computer is plugged in. The CPU fan spins up for a fraction of a second and stops.

The CPU Fan spinning up when power is restored to the PSU sounds normal. It'll take a few seconds for the PSU to set and be ready for a powergood signal from the motherboard... if you flip on the power strip, wait a full 5 seconds before pressing the power button once and it should work fine?

As DMB said what are the system/PSU specs?
