does anyone have a suggestion as to what temps i would need to get that would make going over 1.45v not really matter(for a short period of time) and the temps i am talking about are -10C or even lower for ambient and that window fan blowing it into the case
or of course, at these temps, any suggestions where i should have my limit
or......go balls to the walls and just keep going till i'm too scared

What's your load temperatures at?
I went as high as 1.6v on water for a little bit (this is 65nm right?) and I think my load temps were 50-60oC, so if you are pretty cool with temps, I bet you've got a bit of leeway yet.

theres more to it then just pushing the volts you know. look at stuff like GTL ref voltages and the PLL volts

well, right now i get 56C at full computer load, but i'm talking about putting it in a window with a 20cm fan pushing less than 10 degree Fahrenheit outside air into the case, idle temps were ~ -1 to 2C, and load were 12C i believe
and its an E7200, 45nm
the only voltages i've ever touched are CPU FSB, RAM, CPU, 1.2v/2.0v/1.326v respectively, i don't know what the others even do

You think condensation might be a problem?
What if the humidity of the outside air is high?
As a simple example ..
Imagine a hose of some sort with an ID of the CPU fan OD.
Just slide the hose over the fan and hang it out the window, or through the floor.
Might need something on the far end to "push".
But then the questions I listed above came to mind. ??

CPU PLL is the cpu clock gen voltage, GTL reference voltages are a godsend for anyoverclocker especially with quads
