Using Intel(R) Processor Identification Utility, Its showing me a much slower freq speed than expected as you can see
Is this a false reading and what can be causing this?
I have gone through BIOS settings and power settings within win xp and set everything to use at full power
SiSoftware Sandra is giving me same reading so now im thinking cpu is damaged....

In BIOS do you have speed step enabled? If so, it's designed to lower your CPU speed in order to conserve power & run cooler when it's not needed but it allows it to throttle up when it's needed.
