Well, learned my lesson about trying to save money and shop on the internet. This guy sold a P4 3.2 EE on E-Bay last week for $480, said he had another if anyone were interested. I emailed him and agreed to pay $500 to include the shipping. I requested the transaction go thrrough Pay-Pal so I would be protected in case he screwed me over.
I paid him on Thursday, and was told I would have the chip by Saturday. Saturday came and went, nothing. I emailed him on Monday and was told that he couldn't make it to the PO in time, so I would have it Tuesday, and that it had been shipped. Tuesday came and went, nothing. I emailed him on Wednesday, no reply. On Thursday he emailed me and told me that it had been shipped and I should of had it by now, but I didn't. Today, Friday, still no chip. I emailed him and asked if he had used delivery confirmation, a tracking #, insurance, anything, and he won't reply to my emails.
I contacted pay-pal to complain. They will investigate, but they say they can only recover the amount that he voluntairly gives back (yeah right), and that there is no recourse on my part. I have 10 + emails from this guy admitting he didn't send it when he said he did, getting pissy with me, etc. They say that is no help and basically nothing they can do, and that I should read their terms of service better. Now I'm out $500.
Anyway, I have a real problem with a third party setup like Pay-Pal, which is more than willing to take a good profit off your transactiopns, if they are going to make money like that, then it is my opinion they bear some responsibility as well, and they should put forth more than a token effort to recoup my money.
Any thoughts or ideas other than hunting this scumbag down and trying to plug him into my MOBO?

That sux dude, very sorry to hear about this. You can try to contact ebay and see if they can shut down his acct but seeing as you did not buy it from a regular action there is not much i can see happening. I would contact the BBB and file a complaint as well as contact the FBI fraud program and file a compliant there. They may or may not get the guy but one thing is for sure your out $500. One other thing you can do is call your bank and see if they have fraud protection. You may still beable to get your money back from them. I hope they get this guy and sorry to hear about the loss it always sux, and makes life harder for the rest of us. Look on the bright side you won $300 in free memory so your only out a total of $200.

yeah, I did look at it that way too. Believe me, I'm going to find a way to get this SOB. Ebay won't do anything, and it was money I had in my pay-pal account for buying computer parts after selling some of my sports collection.

For starters I mainly use heatware to check and make sure a trader is legit for the most part. Though it doesn't always work either. The site is http://www.heatware.com. It's a good rule of thumb not to trade with anyone that doesn't have heat.
Once a deal has gone bad, you have been trolled. Since you have just been trolled you should contact the Troll Hunters (http://www.trollhunters.com/) and send them all the info on this troll and they will help you from there.

bad break, really. Usually i dont accept an offer unless it is SPECIFICALLY re-posted or is second chance offer, other than that, nope.
Ebay is safe, if you know who to trade with and take precautions, i know all the people ive dealt with have come through well and i hav come clean with them, i had 1 problem which ebay sorted for me and paid my lost money back!

LOLOL, I got the dirtbag. Seems he never shipped the CPU out, and didn't intend to. I turned him into Trollhunters, the FBI fraud unit, his local PD, and Pay-Pal...and guess what, it was shipped yesterday afternoon. He sent me an email begging me to call off the hounds. Thanks alot guys, you all rock. I will think of a cool way to repay everyone for their help.

Okay, so things didn't end as well as I had hoped. I got the package today, my first suspicion was that it came in a padded envelope. It was supposed to be a sealed retail box. When I opened it up, it was just a stock intel heatsink and fan, nothing else. Still waiting to hear back from all the law enforcement agencies i contacted. DAMNIT!!!!! It took me 3 months to come up with that money, and selling my autographed baseball jersey on top of that.
Yeah but how do I know its real? I would hate to show up on someones door step and they turn out to be innocent. Have a few phone interviews with the Long Beach PD and the Postal Service (now its mail fraud. What a POS!!!
And to totally top off my day, my wife felt bad for me, so she went to Fry's and bought me a 3.2 E chip, got home, gave me the box, and it has a big dent in the side, about half of the pins are smashed off and bent, talked to Fry's and because it is physical damage, they won't replace it or refund her money!!!!!! AAAAAAAAAAAAAAAAAAAAAAAUUUUUUUUUUUUUUUUUUGHHHHHHH!!!!

I can't remember having a much worse month than this.
Us over here in the colonies just haven't learned our lesson aout alot of things. I finally heard back from this a-hole tonight, he said he took the CPU out of the retal box because it wouldn't fit in the envelope!!!! When I told him I opened it in front of other people, he didn't write back. Is this guy really that stupid? I wonder if he figured by just sending an empty package he could claim I got it or something.... sad thing is he is probably right. So now I'm without a CPU

I doubt you will ever see your money or CPU, but you can cause he some problems. (sounds like you already are)
Sadly, I think you learned an expensive lesson about ebay and paypal.. You never know what you will get, and one big loss like this probably more than equals any really good deals you may gotten before.
Buy retail using a national credit card from reliable sources (either online or in person) fry's is kind of borderline, some great deals but the take in a lot of returns and often just put it back on the shelf with out checking it (*don't know if the one your wife bought was damaged before she left the store) and it's impossible to prove once you leave the store.
It sucks for all this to happen to you at once
