I currently have a Stealth Radeon 9250 ATI PCI graphics card, and I'm trying to fix the refresh rate on my computer. I'm not sure what the computer terms are to this issue, but when I load up a new screen in a video game like final Fantasy 11, or am using the Internet, my refresh rate (I think) tears a little bit before loading, like it can't keep up. I tried changing the rate in properties and advanced in monitor settings, and tried changing it in the ATI control Panel, but it doesn't seem to do anything at all. Do I need to download something like Rivatuner to fix this issue? I'm currently running my screen on 800x600, and I have the latest updated drivers as well, so I'm not sure what the problem is...
If I do need to download a program to fix the refresh rate thing, can you please specify where to go to do it in the program. Thank you!

Please could you post the refresh rate that you've set your monitor at. Are you using a CRT or an LCD? (I'm presuming CRT)
This effect could be known as tearing, do you mean that when you play say, a first person game and you look around suddenly the screen will almost slice in half and one half will move quicker than the other? Or do you mean that the screen will flicker to black and to the video a couple of times before ending up on the video?
