Operating Systems
Windows, Linux, Solaris, Red Hat, etc.....32 bit or 64 bit.

What is the best place to get windows for a new built PC?

OEM versions are cheapest........and I'd guess online would be cheaper than in a local pc store. I couldn't recommend where specifically since I'm in Ireland and doubt my local stores would suit ;)

Most places require a hardware purchase with OEM OS.

find someone at a large college. Usually you can get it anywhere from 15-50$ for XP Pro

A "Y" Molex Power splitter works for that.

Absolutely, and if that doesn't work you'd probably be able to find one on a sufficiently large computer forum since they tend to be populated by exactly that demographic.

Yea, that is the best bet.

Also, Newegg and stuff will let you buy a $1 item and get the OEM copy of XP.
