Have you checked the power switch (rocker switch) on back of PSU?
How about the voltage switch? Set to 120v not 240v?

If you have access to a multimeter you could use the probes to test one of the power connectors coming off the PSU that's not in use to see if there is any output from the PSU.

2.5 seems really low for any rail. The rails should be 3.3, 5, and 12v. the number shoudl be really close to these 3 numbers, if you get 2.51, that's way under the number.

Do you hear beeping sound? If not, then either your mobo, cpu or psu is bad.

Try reversing the power connector to the motherboard. I bet your polarity is wrong. I.E. you have negative on positive.

Is the motherboard attached to the case? If so, one of the stand-offs could be making contact with the bqack of the board and causing a short......or a screew came loose or something.

set it up on the anti static bag the board came on with only the cpu/hsf. memory and PSU. If it still doesn't boot, test with one stick of ram and also in each slot. then with the other sick of ram.
If still no-go, re-seat the CPU and heatsink.

I just put a piece of solder into the green and black pin on the 24 pin atx connector on the PSU. The fan does not turn on...now that means that the psu is defective right? Im pretty sure it does but i just wanna make sure before i get a rma from newegg.

If you have a spare PS around, you might want to hook it up to make sure the rest of the hardware is ok.

Dragon might be on to something he means the connections from the case to the mobo, the ones that connect your case to the motherboard

It was actually already in the correct position according to the tiny markings on the board and in the manual...i guess i'll change it anyway jsut to check...if the heatsink and/or the cpu is improperly installed will it not start?

***EDIT---Great News...Computer has finally started...thank you everyone for the advice/help on everything....The problem was that the Power from the case to the MOBO was wrong...Also i had to reseat the heatsink/cpu and clean it/put more thermal compound...Thx once again everyone I've been working on this thing for 3 days straight :finga:
