that is showing ground, the outer shell and that part of the board is for the ground.

i don't think that picture is of a vga connector...
VGA connectors are usually 2-3 rows on the solder side and consist of 15 pins... His image has 14 pins and four rows

Yes, its not a VGA connector its on my touchscreen PCB and i need to solder some things to some of those pins. Ive been told its based around a RS232 cable and that i need a RS232 cable to get it going, i dont have a RS232 port om my motherboard but i have ordered a usb to RS232 adapter so im hoping i can use that to get it working.

Pin one is the pin soldered to the square pad. The top silk screen on the top side should indicate which one it is but is likely covered up by the connector. You will need to identify the type of connector (looks like a 15 pin D-sub) but it might be proprietary connector, I only see 14 pins soldered through. It would be best if you showed a picture facing the connector to make it easier to identify.
