Simple question how do i 'cap' some ones net useing QoS i already tried using it to cap the ip address but they are smart enough to change their ip.....
I am doing this for the bill payer so yes i have their permission

Lock down all IP but the ones you want to get through, they can change their IP all they want. Unless they know the IP of a machine that has full access. Then all they would have to do is go shut off the other machine, change their IP, whalla full access. Soon as the other person boots up their machine the offender is busted, XP will say there is an IP conflict with a machine on the network.
Out side of that set up a proxy that can block the traffic that is sucking up the bandwidth, then it won't matter what IP they have. Its how I block torrents here at work.

Another option is to set QOS via his PC's MAC address and hostname. This way he will need admin rights to change to computer name to bypass it.
How are you setting QOS on the LAN? Is it via the router or a switch?

I am using a billion Bipac 7401vp router, if that helps

I can't see anything to limit it by MAC there, so unless Ken knows if it is somewhere else, what I would suggest doing is statically assigning the PC's that are allowed full internet and put the IP range of devices that are on DHCP (i.e. All the ones in the range that aren't static) to be the limited internet. That way if your brother changes his IP address then he still will end up with limited internet or he will get caught via XP moaning about duplicate IP's.

The only other option is to use another PC to run some kind of proxy.
