If I can get a good picture I'll snap one. We've taken some steps to clear this up. I've replaced all the cable lines from where it comes into the house with RG-6. I've upgraded all the splitters to the highest level I can find. All TVs either go into a VCR or TIVO and then into the TV. I've removed the VCR and still nothing, it gets slightly better. Any suggestions? I've been told to get a Surge protector that has Co-Ax inputs that cleans the signal. Any other suggestions?

Snowy/static-y low channels are usually "ingress" i.e. interference/electrical noise entering the cable system (not nessesarily in your own house)
in your house it can be a bad cable, damaged splitter, multiple grounds (creates a ground loop/antenna effect) best way to test without a signal metter is take a small tv out to the demarc (where the cable enters your house) and disconnect the house side, attach the TV there.
if you still see the snow, it's comming from the cable plant (could be coming from a house 10 or 15 houses from you, or a damage tap, line amp, etc.) at that point you must call for a tech to come out (with a signal meter) to verify it, and he/she will put in a ticket for line maintaince to find and fix the problem.
if no interference is seen coming from the street, you need to recheck within your house.
A filter or surge protector pass through can help with low channels but could interfere/block high/digital/ addressable channel devices.

A really common problem is leaving the center coax conducter too long when crimping on new ends.

its not the house, I replaced every line, splitter etc. I think its the service coming in. We've tried just one tv on the circuit, and it still does it, I'll call Comcast tomorrow
