Can this video card be overclocked?

That card should OC fine.........you might want to get an aftermarket cooler for it though.

I am also planning to overclock the processor, would I be better off watercooling my system?

Your using a 4400+ right?

If so, then you'll want a good air cooler.......watercooling would be better but it's not essential.
