Ever heard of "spray cooling". Basically sealing off an area of electronics and then spraying a broad mist of water over the hot spots. According to this company at IDF the United States military is using this technology in recent war ships and other sea crafts to help keep temperatures down. They are also looking into solutions for the desktop
According to the sales people on hand the spray method cools better than direct air or water cooling. Once I started to ask more in-depth questions I found out these guys were sales people only.
Here is the kicker though... "liquid spray-cooling could dissipate at least 400 watts per square centimeter"
