Dell Dimension 2350 - +12V rail at 11.74V

I'm working on an older Dell machine and it's having problems... The owner brought it over and said it was not turning on, but when I plugged it in, I had no problems with it getting into windows on the first try.

I checked out the voltage rails just for fun and it gets down to 11.74V while booting - is this common for the older Dell's? The system is a Dell Dimension 2350 with a P4, 20GB HDD, and 256MB of DDR1 memory.

Some of the older Dells I've worked on were like that, and with the (dirty) power we have out here, it can lead to a lot of problems at times

yeah, I told him it's not really worth upgrading as he can get an AMD Sempron 3400+, Vista Home Premium, an 80GB HDD and 512MB for $388 at Dell.
